LANGUAGE ASSESSMENT & REFERRAL SERVICES


For persons interested in learning or improving their English or French, the first step to accessing language training is to complete a language assessment.

Operated by Achēv (formerly known as the Centre for Education & Training - TCET), the Language Assessment Services - Peel Halton Dufferin administer language proficiency assessments, and provide referral options.

IMPORTANT STEPS IN THE ASSESSMENT AND REFERRAL PROCESS

1. Eligibility - must be verified prior to scheduling an appointment.

1. Age:
  • Adults, 18 years of age or older or, if younger, with proof of high school completion from the country of origin.

2. Status in Canada:

  • Canadian Citizen (born outside Canada who doesn't speak English as a first language)
  • Permanent Resident
  • Convention Refugee/Protected Person
  • Persons in Canada whose applications for Permanent Resident status are being processed in Canada, and who have been informed by a letter from Immigration, Refugees and Citizenship Canada of the initial approval of their application subject to an admissibility assessment
  • Refugee Claimant
  • Temporary Worker or Student who has obtained initial approval for a concurrent Application for Permanent Residence
  • Foreign Domestic Worker admitted under the Live-In Caregiver program
  • Foreign domestic worker admitted under the Home Child Care and Home Support Worker pilots
  • Provincial Nominee (or Dependant) approved through Opportunities Ontario
  • Temporary Foreign Worker (or Dependant) approved through Canadian Experience Class

2. Identification - Original documents indicating immigration status in Canada, and photo identification must be presented at the time of assessment.

Convention Refugee/
Protected Person

Convention Refugees:

Letter of Notice of Decision from the IRB confirming that the client has been determined to be a
Convention Refugee.
Protected Persons:
Letters issued by IRCC indicating that an client’s application for protection has been allowed
(successful Pre-Removal Risk Assessment PRRA).

Urgent Protection cases sometimes enter Canada on a temporary resident permit called a "Permit to Come into or Remain in Canada" (IMM 1263). The permit
will have the words “Protected temporary residents class” written on it.

Work or Study Permits that include a notation indicating initial approval of a concurrent

Refugee Claimant

Refugee Protection Claimant Document

Temporary Worker or Student who has obtained
initial approval for a
concurrent Application for
Permanent Residence. This includes Temporary Foreign Workers or their Dependant who have been approved through the Canadian Experience Class.

Work or Study Permits that include a notation indicating initial approval of a concurrent
Application for Permanent Residence.
The Work or Study Permit must have words like “Initial Approval of PR” written on it.

Foreign domestic worker
admitted under the Live-In
Caregiver program.

Live-In Caregiver Work Permit (Case Type 20 for Nannies and Live-in Caregivers) issued by Immigration, Refugees and Citizenship Canada. An expired Live In Caregiver permit, which has been converted to an Open Work Permit is acceptable.

Foreign domestic worker admitted under the Home Child Care and Home Support Worker pilots

Home Child Care Work Permit / Home Support Worker Work Permit and a valid photo ID

Provincial Nominees, or their dependants, are individuals who apply to CIC to fast-track their PR status after successful nomination by Ontario employers via PNP; may also apply for temporary work permit while awaiting PR status. PNP Certificate

PhD International Masters or PhD Graduate Stream Letter of Nomination or Certificate

3. Assessment - Certified assessors conduct the assessments by appointment only. The assessment process can take 3 hours or more.

Language assessments are conducted by certified language assessors using the following tools:

  • Canadian Language Benchmarks Assessment (CLBA)
  • Canadian Language Benchmarks Literacy Assessment (CLBLA)
  • Canadian Language Benchmarks Placement Test (CLBPT)
  • Enhanced Language Training Placement Assessment (ELTPA)

and additional approved assessment tools.

GOVERNMENT FUNDED LANGUAGE TRAINING OPTIONS

open_close Federally Funded Programs

Language training programs funded by the Immigration, Refugees and Citizenship Canada (IRCC) include:

Language Instruction for Newcomers to Canada (LINC)

  • Curriculum - Classes focus on the development of English speaking, reading, writing & listening skills. They may include computer assisted language training.
  • Classes range from Literacy to Level 7.
  • LINC Home Study / CLIC En Ligne may be available for those who cannot attend regular classes.
  • Accessibility - LINC is available to meet the needs of people with a range of disabilities.
  • Language Training Providers - Language classes are offered by various organizations in Peel and Halton Regions (see Locations for a list of locations, maps and contact information).
  • Schedule - Classes are offered Full-Time or Part-Time, and are held Mornings, Afternoons, Evening, or Weekends.
  • Transportation and Childminding - These services may be provided at some locations.

Enhanced Language Training (ELT),
Occupation Specific Language Training (OSLT)

  • ELT and OSLT provide advanced level English instruction.
  • Job-specific, labour market level language training to help individuals find and keep jobs that match their skills and qualifications.
  • Particularly useful for internationally-trained professionals and trades people.
  • May have bridge-to-work assistance, including apprenticeship and mentorship services, work placement and other employment help.
